First, you can’t travel from Taichung to Hualien without passing through Taipei. Yes, there is a road across the mountains, but it is very slow, no buses, and it is often closed due to landslides. Currently the road is destroyed in 3 places from landslides in 2022, and they are still fixing them. So instead, go back to Taipei by HSR then express train to Hualien .
You may very well find this to be your most memorable day on your Hulian itinerary.
